FSP Tracking System – How to get access


For Non-ministry users

This ‘user class’ includes major licensees, woodlot licensees, Community Forest Agreement holders, Pulpwood Agreement holders.

To access FSP, private sector clients must have a BCeID userid. For information on how to get a BCeID userid, go to the BceID Enrollment Process webpage.

Access to the following page requires a valid BCeID - if you have difficulty accessing this page please see logon help.

FSP and ESF access can then be obtained by going to the Application Access form for FSP.

It is assumed that contractors who work on behalf of licensees, the Ministry, or both will be assigned new userids, specific to the client they are working on behalf of. This will prevent:

  • Any adverse behaviour on the part of the application and
  • Any potential conflict of interest, real or perceived, on the part of the contractor.

The rules are as follows for a Licensee user:

  • The client field will be set and cannot be altered (i.e., display only). A licensee user can only see their FSP information.
  • Although the client will be defaulted to the licensee the logged on user is associated to the user may review other licensees FSP’s that are approved on the application by requesting the ‘FSP View All’ user role.
  • All clients with a BCeID get immediate access to the corporate reporting system (CRS) and MapView.
  • A licensee with FSP Submitter role will already allow the user to do ESF FSP submissions.
  • The FSP Submitter role includes the ESF Submitter role allowing FSP submissions using ESF.

Those roles listed below with ** are used by FLNRO and are not required for licensee staff administering FSP information through the FSP Tracking System. They are listed for your interest only.

FSP Reviewer** An FLNRO District staff member who will review the FSP content
FSP Decision Maker** Typically the FLNRO District Manager, who will approve or reject the FSP.
FSP View All Provides the ability for licensees to search for and read all approved FSPs. Does not permit modification of data

Note: BCTS staff and BCTS contractors to contact their respective timber sale office administrators for access to FSP.
User Classes for Government access are:

  • Ministry of Forests, Lands and Natural Resource Operations Headquarters;
  • Ministry of Forests, Lands and Natural Resource Operations Regional offices;
  • Ministry of Forests, Lands and Natural Resource Operations District offices;
  • Ministry of Forests, Lands and Natural Resource Operations, BC Timber Sales offices; and
  • Other Ministries (e.g., Ministry of Sustainable Resource Management).

For BCTS staff, each TSO has a client number assigned, and the above rules are applied similarly. That is the user belonging to a particular TSO can only see and update their TSO’s information.

Ministry users that are not a Headquarter level users, will have the following rules applied:

If the user has a security level of FSP_VIEW_ONLY, they can only view information.

The organization unit(eg. DCR or RNI) field will default to the organization user,( ie. region or district). However the user can view information for other Ministry organization units and licensee information.

This user can only alter information for their organization unit and those organization units that fall under their area (e.g. a user that has been assigned a region can alter district data that falls in that region) and as long as they have a security level of (FSP Reviewer or Decision Maker).

If a Ministry user is a Headquarter level user, the rules are as follows:

The organization unit field will default to the organization user. They can view information for other Ministry organization units and licensee information.

This user can alter any Ministry information (e.g. a user that has been assigned a region can alter district data that falls in that region) as long as they have a security level of (FSP_REVIEWER or FSP_DECISION_MAKER). If the user has a security level of FSP_VIEWING, they can only view information.
